The reason we get to have a vast library of media is because often the rights holders manage to fund those projects by selling the Cinema/VOD/Physical media/Broadcasting rights on a per country-basis.
Even Hollywood films are not funded by their respecting studio, but instead look for external financiers to carry the risk and also look for tax breaks if they film in a certain place.
