Toriyama was indeed a bit of a perv, especially in the beginning. Goku’s very first canonical rescue of Bulma was kicked off by her going into the bushes to pee, and then getting nabbed by that Pterodactyl guy. She spends the entire sequence with her back teeth floating, and after all is said and done wets herself while speared to a cliff with the Power Pole via her overalls.

Somehow this made it into the Funimation dub and was not censored.

But they did change the bit about baiting Oolong with panties on a fishing rod to baiting him with a wad of cash. This did, at least pave the way for the pun about “a fishfull of dollars.”
