Probably because of the Soviets. Dividing up Germany was not without risk. Soviet tanks and American tanks were parked across the boarders from each other with rounds ready to fire.
An example is when Soviet tanks and troops marched into Czechoslovakia in 1948 I think it was, everyone in Europe got put back into a state of high alert.
Most of those listed as emergencies are now policy. They were emergent issues when they were legislated, but they should be removed from emergency status.
Interesting read. Seems like most of them are just sanctioned-based, not literal emergencies, like forest fires affecting people homes, etc.
