Since this is basically for discussing to the media, it has to be as vague as possible to avoid people connecting the dots on classified info. It definitely sounds like the IG has a lot more than what even Congress has been told. The problem is that since it’s still uncertain what’s next with the ICIG investigation, this info is in limbo until Congress can work out the SCIF situation.
My take away here is he provided only general information.
It’s possible (probable?) that the info provided to the IG was more detailed.
