Disclaimer: I am based outside the US.

I found a build on facebook marketplace with an rx 6650xt, i5-12400f and then the rest of the components are the bare requirements to run the PC. It costs 550 usd. I can build a similar build new for 700usd.

To begin with, what tests should I run to decrease the risk of buying a faulty PC?

Secondly, the seller has been using this PC for a year for roughly 2 hours a day (or so he claims), and his PSU is trash (F tier). Will that affect the components or is it just the risk of the PSU exploding that would damage the components? I am going to replace the PSU with a new one anyways if I buy it (Will take the build cost to 600usd).
