IMO the drivers need instant feedback to know whether they crossed the line or not, and the only way I see that happening is with sensors/cameras on the car itself. Such a system could immediately inform the driver / team / stewards that the car was outside the track limits, the stewards can then decide whether that should count towards track limit violations
