I think if two no techy people were at the install screen of both windows and Linux, then Linux was be the easier of the two installers to go through. Especially if it were mint or Ubuntu.
I do think the fedora installer is a bit confusing, but it mainly due to the layout of the ui and how you have to select options.

Not sure, maybe. Definitely wouldn’t be easier for arch or other terminal based installers.
