So… I can confirm that the older CMOS 65SC02 from CMD is fully static and can be single stepped by manually pulsing the clock.
Today I built the setup to manually set the data or address bus with switches. I used a series of 5 silicon diodes ahead of the LEDs so I have very low current and nearly rail to rail on versus off states when inputting data. It is probably overkill, but most of my chips are super uber cheap junk from aliex between 5-8 years ago.
