Why ban him from future marathons though? Assuming it’s the right decision to completely kill his run, why would you ban him from any future events? It’s not like he will bring his toddler next time just to be stopped again.

In the US there a couple marathon training programs for high school runners and some marathons allow under-16 runners as well.
