Punisher hates cops because they failed to protect or avenge his family, they were corrupt and took money to keep quiet. Throughout his career punisher has also encountered exerting from cops selling drugs to trafficking people. And when he encounters a corrupt cop, he doesn’t discriminate. There’s even one comic in which he meets cops with punisher stickers and he calls then morons who should be doing their jobs instead of praising killers
We’re talking about people who fantasize about using summary executions as law enforcement. They don’t support the police as the institution it is meant to be (an institution working with the community and within the community to help to keep it safe), they just admire the aggression it is capable of. They’re not capable of understanding the nuances in the Punisher character and I’m pretty sure they’ve never read any of the books
