I think with a situation like this, Apple may look at the purchase as affecting a physical device. Because it’s not unlocking a feature for the phone, but for a separate piece of hardware, maybe it falls into a gray area.

Only thought being that Apple explicitly disallows physical purchases via in app purchases, and maybe this is categorized as that scenario.
