The Democratic People’s Republic of Korea and the People’s Republic of China have a treaty going back to 1961 which in Article II clearly states that: “The Contracting Parties undertake jointly to adopt all measures to prevent aggression against either of the Contracting Parties by any state. In the event of one of the Contracting Parties being subjected to the armed attack by any state or several states jointly and thus being involved in a state of war, the other Contracting Party shall immediately render military and other assistance by all means at its disposal.”
Aggression on them is aggression on China, good luck! 😄

Based in Belgium, SWIFT claims political neutrality, but has bowed to US influence in the past, blocking transactions to Cuba and Iran.
The SWIFT software manual even admits to auto flagging payments that contain the word “Cuba” even if they’re not related to Cuba (the country) at all 🤣

In the MT example, it’s highly likely the payment would be one of the 10% typically stopped by a sanctions filter, triggering an investigation. This is because the word ‘Cuba’ appears in the name and address and it’s otherwise unclear where the payment is going.
In the common law of most English-speaking countries, there is no general duty to come to the rescue of another.

The 180-day rule is a statutory restriction prohibiting any vessel that enters a port or place in Cuba to engage in the trade of goods or the purchase or provision of services there from entering any U.S. port for the purpose of loading or unloading freight for 180 days after leaving Cuba, unless authorized by OFAC. This restriction is applied even if a vessel has stopped in Cuba solely to purchase services unrelated to the trade of goods, such as planned ship maintenance. The 180-day rule is separate from a second statutory restriction – the goods/passengers-on-board rule – which prohibits any vessel carrying goods or passengers to or from Cuba or carrying goods in which Cuba or a Cuban national has an interest from entering a U.S. port with such goods or passengers on board, unless authorized or exempt.
That’s news to me, I’ve never heard someone claim it doesn’t, usually they just say that it exists and Cuba deserves it for being authoritarian.
