It became a joke in Star Trek, engineering knows to always overestimate how long things will take when quoting time frames because they are so often shorted on time given. At some point, you’d think command would figure it out but I guess they like being able to tell people they have less time.
At least in Star Trek they’re given an excuse that it’s life or death and the stakes are, occasionally, the fate of the galaxy.
