I think there may be a misunderstanding. The concept of jaywalking is nuts to me, and many Europeans. The USA has made it illegal to… walk? In the Netherlands, we don’t even have a word for this. It’s just walking. Traffic participation while not in a car.

Those words are not Dutch and neither is the grammar of the sentence, if you accept those words as real. Poopensharten is not Dutch-like, our words are not constructed like that and the phonemes are wrong for the language. I’m guessing it’s an American slang term. The sentence is pseudo-Dutch, and that’s what makes it funny, even to native Dutch speakers.
