IIRC, a main function of HAARP was actually an interesting radio experiment to figure out how to lens radio waves off the atmosphere, to enable directed communication in the event satellites were taken out, I think. …err I mean, to steer storms around.

But yeah, these people don’t care about facts, so long as they can blame the government for something bad that happened.
