It might be good if it not required linking to libsystemd0 (some file-based interface, simple stable socket protocol, separate utility or shell wrapper. or systemd config, listing daemonizable apps). But it was designed bad, It breaking existing software. “Fixed” software binaries will not launch without libsystemd.
That sounds like a design decision (not saying it’s good or bad here), not something broken.
