It’s open-source but you do require a certification if you want to release a matter device.
But there is no real way around this, else anyone can just release a “matter” device that doesn’t properly follow the standard and then everyone is worse off.
Very lame :( Proprietery license hell awaits. Matter is such a misguided solution to the smarthome space.
