He’s described as handsome when he’s young, but his description when he comes back in GoF just seems too monstruous. I always had issues with the snake like nose for instance
I assume this is before that and before maybe one or two horcruxes. It’s the soul-splitting that made him more monstrous (red eyes and all). He had to look his normal handsome (maybe somenof his features already being sharper though maybe? Don’t remember) at least when applying to Hogwarts.

Anyway, I imagine to be a charismatic leader you have to have some ammount of handsomness - until you trade it for power and fear that is.
