Very illegal. Building any sort of dam or waterway blockage (even extremely small ones like this) in the US, require a substantial amount of permits and authorization from both the municipality and state.
Yeah, but at least its not going to COLLAPSE like experts say the THREE GORGES DAM will in early 2021 at the LATEST (I am a redditor and I am very smart)
