We need moderation, we know how it looks like without. I just heard a discussion that content moderation is the real product of social media.
You asked about immorality, which is a negative way of framing your question, since morality is really subjective. You could have asked, how we can make the moderation and rule setting more democratic. That would be a more positive way. I would support the argument, that the fediverse has still some way to go here (accept or create your own server is better than reddit, but still not good).
So: Are you asking in good faith for making the fediverse a better, more democratic place? Most people in the comments got their own answers to that question by reading your comments and posts.
