Looking at my work commute, during the rush hour times the bigger tram is filled to the brim but outside of those times the tram going that route is still the same size but almost empty. I’d say it makes sense to reduce size for those trips instead of reducing the number of trips

yeah but thats what you have segmentable trams for. you can just hook up more or less tram cars depending on your current needs.
