Specifically Eurostar - not SNCF what any reasonable person means if they’re talking about “French Rail Lines”.
Where are you getting that from? The article you’re commenting on say otherwise:

They were focused on the TGV high speed train network which covers the whole of France, and which is particularly busy at this time of year.
Eurostar’s Brussels-Lille-London trains are not affected.
A misunderstanding it’d seem - Eurostar was complaining about delays on their London-Paris route and I misread it as being on the exclusive sections of track.
Trains are so vulnerable to sabotage, one bit of damage and the whole network is fucked.

Well given they arrested a Russian agent on Wednesday for plotting to disrupt the Olympics there are suspicions about who could be behind it but we’ll have to wait and see…
