The security threat never changed, officials needed to see it in action before there was enough support to push it through. Oct 7 demonstrated the threat and the US gov did not like feeling powerless to control the narrative. Its not Isreal that pushed this through, it was the wave of Palestinian disinformation that swept the platform. Pretty obvious to anyway watching the space.
