why would they refer to a child and victim as “plaintiff”?
Probably because this was a statement made during a judicial hearing, where the victim sued somebody. Thereby they are the victim and the plaintiff and to make that clear, they are referred to as plaintiff during the proceedings. As sad as it is, because there were multiple child victims and to not confuse them.
