The Quran and hadiths only allow you to curse those who are already damned to hell (e.g. those who died non muslims or those mentioned as such in the Quran or hadiths) and groups of non muslims, even people of the book.
But it doesn’t allow the cursing of a specific person from the second category (e.g. cursing a specific Christian, Jew or pagan) or cursing a Muslim.
I remember a bizarre hadith about what to do regarding cursed animals, but I am not gonna look into it.
