In the US, the police can act on whatever charge they want, if they just think that something illegal is happening whether it is illegal or not.

So being a lawyer and knowing every statute on the books won’t help you unless you know to shut up, ask if you’re being detained/arrested, if you are then you can’t beat the ride but you can beat the case later if you don’t give them enough to go off of.
