It originates in ancient Greece iirc and has been used by various actors (often revolutionaries) to symbolize collective power in post-classical times at least. The story of the fasces is a good analogy for Fascism in general: it was often used by progressives and revolutionaries but then that symbolism was perverted by the far right to protect the exploiting elite
