I think it’s safe to say they had a file on anyone who was even moderately famous.
Any citizen can probably FOIA a request for their own file
Surely if they haven’t started a file yet, they’d start one after that: “what’s this guy hiding?”
Open a file with the info from the FOIA request:
Name. DOB. SSN. and nothing else.
Send this to person.
Thus forfilling the FOIA request.
Then start investigating the person…
