The fear is that bombing Moscow would put Putin in a “nothing-left-to-lose” situation which would make the use of nukes more likely.With that logic, were Ukraine as successful as advancing close towards Moscow, the West would need to hinder the advance in order to calm the Kremlin down to prevent nuclear war.
