This one little detail is why I believe Data did actually have some semblance of emotions even without the emotion chip, and that Dr. Soong was correct that emotions could manifest on their own if Data had the right experiences. It just sucks that the experience that triggered it was one that made him angry enough to try and kill a dude (even if that dude deserved it).

I believe that Data tried to minimize harm to living creatures by trying to no longer permit Fajos scheme (Data was imprisioned by Fajo, some rare creatures and another humanoid live Fajo killed earlier and put the blame on Data) and as such shooting at him. In sum: Data calculated the variables.
