We gave democrats a majority in 2020. They could have done away with the filibuster that you will use as an excuse. We actually haven’t even given Democrats 50 in about a decade. After the 111th congress they had 53 and we’ve given them less than that every election since. They had caucusing independents for 50 and a VP tiebreaker just to get majority in 2020, meaning they literally didn’t even outnumber the GOP even with independents on their side. The ACA did NOT pass via Reconciliation. It passed with 60 votes after the concessions and negotiations.
In fact, from 2011 to 2021 there were congressional rules enacted by republicans against any reconciliation votes on medicaid, medicare, food stamps, farms, etc.
