While the electric vehicle company has a permit to discharge effluent into a ditch, the local drainage district said it didn’t permit use of its easement.

    The problem here is not the discharging of wastewater into a ditch but the failure to file the proper paperwork to inform the state of exactly which ditch they were discharging wastewater into.
