Being from Atlanta I presume the fellow did not take the 16 hour class to put in for a DC carry permit, which doesn’t let you open carry or carry on the mall.

Schenck v. The Court held that the government cannot punish inflammatory speech unless that speech is “directed to inciting or producing imminent lawless action and is likely to incite or produce such action”.
