Generally, admins can reasign communities. What is required for that will probably depend on the instance admins the specific community is hosted on.
On lemmy.ml it is generally enough to request a community in !community_requests@lemmy.ml where you point out that the community is abandoned and that you are/were active in the community.
Requirements may differ from instance to instance.
Maybe @milan@discuss.tchncs.de has already established some guidelines on how he want’s to handle such cases? 🤔
