Listen I hate Trump and basically everything he stands for. However, the executive has wide latitude in doling out, dividing up, and distributing funds. Congress writes a check and it’s up to the executive to implement the plan. The executive is a gigantic sprawling bureaucracy that exists as a necessity because Congress writes laws in “broad” strokes and leaves the minutiae up to the many executive agencies.

This whole thing has made me pretty scared and angry to be honest.
Congress controls the budget. The executive gives a plan but Congress chooses how it is implemented. That’s why we got ACA instead of M4A. It’s why Congress voted on aid to Ukraine and Israel.
The executive does have control over some purse strings but not these direct budgets.
This is very very very bad.
It’s almost like the party that made attacking minorities their identity sucks at everything except attacking minorities.
This is madness. He could have tried to just selectively kill programs he didn’t like, but instead he shut down everything pending a review which cannot possibly happen in a timely manner. This throws everything into chaos and even if programs are reinstated that chaos in the meantime will be devastating. This is irresponsible and harmful at any length, but to try to make a move of this magnitude in a couple pages with poorly described exemptions adds a whole extra dimension.
It needs to be stayed (and the stay accepted by the administration) almost immediately to limit the harm.
