DS9 has a changeling, a genetically enhanced human, a spy, a terrorist freedom fighter, and an irishman that can suffer through anything. Also they could release Vic to fight Moriarty (he won’t win but at least he’ll keep Moriarty busy for a little while).
Moriarty was a TNG villain. Why would he fight for the people who left him to rot in holographic limbo? At best he’s sitting this out, more likely he’s joining the other side.
