No kidding. What is described as a “gameplay loop” in most games is like a trip around the solar system in WRSR. It has totally ruined C:S for me though lol (wait, is this sewer pipe is draining uphill? Literally unplayable!).

It’s also bad for gameplay, because the mechanics added on the dlc have to be confined to that dlc so they don’t interact with each other, much less build on each other, so you end with a seemingly complex but shallow game.
Got Stellaris recently and it was awful for this reason. Everything felt totally bare and like there was some other mechanic somewhere that made everything work. Also got back to EUIV after playing it a lot at release and hated a lot of the systems and wouldnt you know it everything worked great after I got the DLC pass thing.
It’s annoying how many Paradox (and other) games are stuck behind the effective DRM that is Steam workshop. No mods without paying insane prices. You can still mish-mash pirated DLC and a bought base game, but it’s a real pain.

Edit: sky mods hosts mods for many games not just city skylines, and you can ask them to upload mods for steam, and they do it in about a day. I did this for a homeworld remastered mod once.
Confirmed, I pirated cities with all DLC and was able to use most mods fine, though more tedious to install than with the steam workshop.
I think they have a dlc pass subscription for some of their games to try and on-ramp new players. Still fucking sucks, though.

Seriously. Last thing I bought from was vic3 base game so i could mod it (fuck steam mods who don’t upload to nexus or have a github somewhere or SOMETHING other then gatekeeping it behind steam workshop).
At least its moderately easy to pirate all the dlc on steam still. People out there justifying spending $500 on a game when we got multiple free “DLC” patches on games like stardew is kinda insane. And the DLCs have less content then the average free mod nowadays… People really need to just make open source versions of pdx games at this point. I think some people are doing it with vic2.
Its worse when its a pyramid scheme like the sims 4 with its 90+ dlcs half of which are recolours of the same three shelves. You could buy a car with the money spend on that ish.
There’s a whole economy of paid mods as well. You could dump house downpayment money on Sims easily
There’s something so satisfying about pirating that Sims 4 repack that just installs all the latest DLC, patches and other shit automatically.
You see this wall of dumb shit you never would have paid for that you’re getting 100% free and it feels so good.
i dumped so much money into stellaris DLCs after the 3 rework of the base game i just about had it, i paid more than enough and then some for a complete video game, i’m going to get a complete video game
that’s the comedy of it all, until they get abandoned for the next game in the series, paradox games are never done, they’re essentially in early access

Certain editions are no good, I don’t know the complete technical details but where you purchase it from is a factor. I bought the game on Steam and have had zero problems on my Windows 10 PC 🙂
