A lot of aquifers have really long recharge times or are fossil aquifers, meaning that they no longer refill, so the total amount of available freshwater is probably declining.
i mean this is true but it’s still a management question, farmers have known for decades they were draining aquifers from heaps to grains faster than they could refill but doing anything else would effect profits
